The Maritime Industry Authority (MARINA) has been actively involved in international efforts to enhance safety investigations on marine casualties, while the Department of Transportation (DOTr) has stressed the importance of a collective approach to environmental protection. Additionally, a landmark resolution adopted by the United Nations Human Rights Council (UNHRC) marks a crucial step in safeguarding the rights and well-being of seafarers worldwide. This article explores these key initiatives and highlights Lacerta's commitment to supporting a safer and more inclusive maritime industry.


MARINA's Commitment to Marine Safety: International Collaboration and Innovation

In July 2024, the Maritime Industry Authority (MARINA) actively participated in the 2024 International Workshop on the Safety Investigation of Marine Casualty (IWSIMC) held in Busan, South Korea. This significant event brought together over 100 marine safety investigators, maritime experts, and international delegates, focusing on enhancing safety investigations on marine casualties. The workshop, aligning with the Philippines' international commitment as a flag administration, aimed to improve knowledge sharing and collaboration among safety investigators. MARINA's representation at this event, particularly in discussions on investigating ship foundering and fires on electric vehicle-carrying ships, emphasized the importance of effective safety investigations. Director Ronaldo Bandalaria of MARINA's Enforcement Service contributed as a resource speaker, highlighting the agency's dedication to a safer maritime industry through the implementation of the Maritime Industry Development Plan (MIDP).


Protecting the Marine Environment: A Collective Responsibility

The Department of Transportation (DOTr) recently emphasized the need for a collective approach to protect the country's marine environment and resources. Speaking at the launch of the Mangroves Photo Exhibit at the National Museum of Natural History, Transportation Secretary Jaime Bautista urged the maritime sector to align their projects with environmental sustainability initiatives. He highlighted the importance of a unified effort involving government agencies, NGOs, and the private sector in safeguarding marine resources for future generations. The DOTr's projects, under the MIDP 2028, focus on various aspects of the Blue Economy, including transport safety, environmental sustainability, and the advancement of the maritime workforce. This comprehensive approach aims to mitigate the effects of natural and man-made events, ensuring a resilient maritime industry.


Advancing Seafarer Rights: A Landmark UNHRC Resolution

In a landmark decision, the United Nations Human Rights Council (UNHRC) adopted the first-ever resolution to protect and promote the human rights of seafarers. Tabled by the Philippines, this resolution seeks to eliminate discrimination and unfair labor practices against seafarers, advocating for safe and secure workplaces, fair employment terms, decent living conditions, health protection, and other welfare measures. With over a quarter of the world's 1.9 million seafarers being Filipino, this resolution is a significant step in safeguarding their rights and well-being. Foreign Affairs Secretary Enrique Manalo underscored the importance of this resolution, highlighting the Philippines' commitment to upholding the dignity and rights of all seafarers. The resolution also calls for stronger international cooperation among states, shipowners, seafarers' representatives, and relevant organizations to ensure the protection of seafarers' rights worldwide.
