Improving Training and Certification
The newly launched Seafarers Technical Assistance Project, a part of the EU-ASEAN Sustainable Connectivity Package (SCOPE), is set to revolutionize maritime education and certification in the Philippines. With €4 million in funding from the European Commission, the project will run from September 2024 to November 2027. Its primary goal is to enhance the training and certification processes for Filipino seafarers, ensuring their compliance with international standards. These efforts are critical as seafarers must possess globally recognized qualifications to secure employment on international vessels. The partnership will involve key Philippine institutions, including the Department of Transportation (DOTr), Maritime Industry Authority (MARINA), Commission on Higher Education (CHED), and the Philippine Coast Guard (PCG). This comprehensive approach is expected to bolster the competitiveness of Filipino seafarers, who currently account for 25% of the global seafaring workforce.
EU Director for Waterborne Transport Fotini Loannidou emphasized the importance of this initiative, stating that it demonstrates the strong partnership between the EU and the Philippines while contributing to the global shipping industry. By improving the education, training, and certification system, the project ensures that Filipino seafarers remain a cornerstone of the international maritime workforce.
Protecting and Empowering Seafarers
The Philippine government has also made significant strides in protecting its maritime workforce through the recently signed Magna Carta of Filipino Seafarers. This law guarantees fair treatment, adequate compensation, and social benefits for seafarers while addressing challenges such as ambulance-chasing and fraudulent claims. By aligning with international standards, the Magna Carta complements the EU-Philippines initiative, creating a more secure and supportive environment for Filipino mariners.
Transportation Secretary Jaime Bautista highlighted the vital role of Filipino seafarers in the global shipping industry, attributing their success to their skills, dedication, and professionalism. He added that the project and the Magna Carta work hand in hand to protect seafarers' rights and enhance their global competitiveness.
Strengthening Economic and Global Ties
The maritime industry remains a key driver of the Philippine economy, contributing 4% to the GDP, with an additional 1.7% from seafarers’ remittances. The collaboration between the EU and the Philippines ensures the sustainability of this vital sector while fostering stronger economic and cultural ties between ASEAN and Europe.
Beyond the Philippines, the project will benefit other ASEAN countries, including Indonesia, as part of the larger EU-ASEAN Sustainable Connectivity Package, which has a total budget of €60 million. This initiative reflects a shared commitment to enhancing regional connectivity and global trade, further solidifying the role of Filipino seafarers in the international maritime community.
